The Chairman of the Mazhilis arrived on an official visit to the Republic of Korea

Seoul, September 18. Speaker of the Mazhilis Erlan Koshanov met with the country's leadership, visited the Samsung Electronics company and the Seoul National University of Science and Technology. The Kazakh delegation began its work with a meeting between the Speaker of the Mazhilis and the Prime Minister of the Republic of Korea Han Duk-soo. Erlan Koshanov noted that the state visit of the President of Kazakhstan Kassym-Jomart Tokayev to Korea in 2021 gave rise to an expanded partnership between the two countries. Today, Korea is one of the six largest investors in the economy of Kazakhstan. “Our President recently delivered an Address. He set the task of transitioning the country's economy to a new model in the near future. The main emphasis is on the development of production, energy, banking and IT sectors. Korea is a recognized world leader in these industries, and we are interested in your experience. All this opens up new prospects for deepening Kazakh-Korean cooperation,” the Chairman of the Mazhilis said. Next, Erlan Koshanov met with the Chairman of the National Assembly of the Republic of Korea, Kim Jin-pyo. The Speaker of the Mazhilis informed his colleague about the political and economic transformations in Kazakhstan, including the strengthening of the role of Parliament as a result of the constitutional reform. “Strong partnerships have been established between the parliaments of our countries. Parliamentary friendship groups are actively working, substantive dialogue and exchange of legislative experience at the committee level are intensifying,” the Speaker of the Mazhilis emphasized. On the same day, the Kazakh delegation met with the President of Corporate Affairs of Samsung Electronics Park Sung Hee. Current and future large-scale projects of the company in Kazakhstan were discussed. Erlan Koshanov also visited the Seoul National University of Science and Technology, a branch of which is planned to open in the near future at the Korkyt ata iuniversity n Kyzylorda. A meeting with Kazakh students studying engineering specialties at Seoultech also took place here. Tomorrow the Kazakh delegation is scheduled to participate in the first Meeting of Speakers of Parliaments on cooperation between the Republic of Korea and the five Central Asian states.

Women leaders of Central Asia raised climate change issues

Dushanbe, September 15. Vice-Speaker of the Mazhilis Dania Espaeva stated the importance of regional cooperation in adaptation to climate change at the regional meeting of the Dialogue of Women Leaders of Central Asia “Achieving gender equality in the context of adaptation to climate change in Central Asia.” The event took place in Dushanbe (Tajikistan) as part of the fifth consultative meeting of the Heads of State of Central Asia. In her report, Dania Espaeva noted that the countries of Central Asia need to take joint measures to overcome water shortages, increase the energy efficiency of the economy, develop renewable energy sources, food security and gender policy. The importance of the Women, Peace and Security strategy being implemented in the region was emphasized by UN representatives. Representatives of the Parliaments of the countries of Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan also spoke at the meeting. In addition, Deputy Head of the National Commission for Women of the Republic of Kazakhstan Lyazzat Suleimen and environmental expert of the Public Chamber under the Mazhilis Aizhan Skakova took part in panel sessions on gender and environmental issues in the implementation of sustainable development goals. It should be noted that the format of inter-parliamentary interaction “Women’s Dialogue” began its work in 2020 with the support of the UN Regional Center for Preventive Diplomacy for Central Asia. The purpose of holding regional meetings is to provide a platform for all stakeholders to exchange information and experience, as well as develop recommendations for further cooperation in achieving gender equality and the empowerment of women and girls in the context of climate change, strategies and programs for reducing environmental risks.

Issues of Kazakh-Korean cooperation were discussed in the Mazhilis

Astana, September 13, House of the Mazhilis. Today in the Mazhilis, the Speaker of the Chamber, Erlan Koshanov, met with the Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to Kazakhstan, Jo Tae-Ik. The parties discussed issues of strengthening relations between the two countries. The Mazhilis speaker noted that the Republic of Korea is one of the main political and economic partners of Kazakhstan in Asia. Last year marked 30 years since the establishment of diplomatic relations between our countries. “Over these years, Kazakhstan and Korea have achieved great heights in strengthening their multifaceted partnership. This is, first of all, the result of the work of the leaders of our countries. Following the state visit of President Kassym-Jomart Tokayev to Korea in 2021, the parties expanded their strategic partnership. At the end of this week, I will make an official visit to the Republic of Korea at the invitation of the President of the National Assembly, my colleague Mr. Kim Jin Pyo. The main purpose of this visit is to continue the agreements between the heads of the two countries at the parliamentary level. Our delegation will also take part in the First Conference of Speakers of Parliaments “Central Asia - Republic of Korea”, organized at the initiative of Korea,” Erlan Koshanov said. Ambassador Extraordinary and Plenipotentiary of Korea to Kazakhstan Jo Tae-ik wished the Chairman of the Mazhilis a successful visit to Korea and expressed confidence that the meetings in Seoul will serve the development of inter-parliamentary relations between friendly countries. “As you know, our country was a very poor state in the 1950s and rose to its feet thanks to industry and trade. Today it plays the role of a bridge between developing and developed countries. I think your visit to Korea is very timely. During the visit, meetings are planned with the Prime Minister of Korea and the Speaker of Parliament,” Jo Tae-Ik said. The parties agreed to further strengthen cooperation at the level of parliamentary friendship groups and specialized committees.

N. Nigmatulin meets with Prime Minister of Estonia Juri Ratas

Astana, November 6, House of the Mazhilis. The Chairman of the Mazhilis Nurlan Nigmatulin met with the Prime Minister of Estonia Juri Ratas today. As N.Nigmatulin noted, Estonia is an important partner of Kazakhstan in the Baltic region, the development of all-round cooperation with which is of great importance for our country. The Mazhilis Speaker stressed that over the 25 years of diplomatic relations, the two countries have built a constructive political dialogue and necessary legal framework, and expressed confidence that this visit will give a considerable impetus to the strengthening of the Kazakhstan-Estonian relations. The promising areas for the bilateral cooperation include digital technologies, innovations, transport and transit, and energy. Nurlan Nigmatulin stressed that great attention is paid in our country to the development and implementation of digital technologies, in accordance with the Digital Kazakhstan Program, initiated by the President of Kazakhstan Nursultan Nazarbayev. Juri Ratas, in his turn, noted the enormous potential for the development of bilateral relations, while emphasizing the readiness of Estonia to invest in our country’s economy. J. Ratas also focused on the achievements of Kazakhstan and Astana made within 20 years, which, according to the Prime Minister of Estonia, are impressive. Speaking about strengthening the interaction between Kazakhstani and Estonian MPs, N.Nigmatulin stressed the importance of sharing legislative experience.

N.Nigmatulin receives Ambassador of Japan

Astana, October 2, House of the Mazhilis. The Mazhilis Speaker Nurlan Nigmatulin received the Ambassador Extraordinary and Plenipotentiary of Japan to Kazakhstan Ichiro Kawabata. The two sides discussed a wide range of issues of further strengthening of the Kazakh-Japanese relations, including interparliamentary ties. As the Mazhilis Chairman stressed, thanks to the President of Kazakhstan Nursultan Nazarbayev and the Prime Minister of Japan Shinzo Abe, the current relations between the two countries have reached the level of expanded strategic partnership. Kazakhstan and Japan are close allies in the matter of nuclear disarmament and non-proliferation, peaceful use of atomic energy and sustainable development. Speaking about development of the interparliamentary relations, N.Nigmatulin noted the unique experience of the Japanese parliamentary system, which has a 70-year history. According to the Mazhilis Speaker, legislative support of introduction of the digital economy, ensuring cyber security and development of innovative processes in the economy are of practical interest to the Kazakhstan MPs. The Mazhilis Speaker also highly appreciated the special visit of the Japan-Kazakhstan Parliamentary Friendship League delegation to EXPO-2017, noting that the pavilion of Japan was one of the most visited ones. Ichiro Kawabata, in his turn, congratulated our country on the success of EXPO-2017, stressing that the International Exhibition in Astana was an ideal platform for strengthening relations between Kazakhstan and Japan in all areas. The Japanese diplomat also shared his impressions of his work as an ambassador in Kazakhstan. At the same time, Ichiro Kawabata expressed his willingness to continue working on effective implementation of the agreements reached between the two countries at the highest level.

Kazakhstan-Vietnam: Inter-Parliamentary Relations

Today the Chairman of the Chamber's Committee for International Affairs, Defense and Security Maulen Ashimbayev met with the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the Republic of Kazakhstan Doan Thi Suan Hien. The Committee Chairman and the Ambassador discussed further development of the bilateral relations, including inter-parliamentary relations.

Kazakhstan-Germany: Parliamentary Component

Astana, September 22, House of the Mazhilis. Today the Chairman of the Chamber's Committee for International Affairs, Defense and Security Maulen Ashimbayev met with the Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to the Republic of Kazakhstan Rolf Mafael. The meeting agenda included such issues as further expansion of the bilateral cooperation, role of the leaders of both countries in it, importance of the successful exhibition EXPO-2017 in Astana, including the popularity of the German pavilion. Speaking about the prospects, M.Ashimbayev, among other spheres, noted energy saving. The Ambassador drew attention to the growing interest in science, noting the cooperation between the Kazakh and German technical universities as an example. Issues related to the constitutional reform in Kazakhstan, upcoming parliamentary elections in Germany and cooperation between Kazakhstan and the European Union were covered at the meeting as well. Particular attention was paid to prevention of radicalism and terrorism, and to security. As the two sides stressed, an important role in promotion of these issues is given to the parliamentary component. They also expressed confidence that the inter-parliamentary relations will be further developed.

Nur Otan Party - AFPPD: meeting in the Mazhilis

Astana, September 19, House of the Mazhilis. The Chairman of the Asian Forum of Parliamentarians on Population and Development (AFPPD), Member of the Japanese Parliament’s House of Councillors, Keizo Takemi, visited the Parliament of Kazakhstan today. The parliamentarian met with the members of the Social Council of the Nur Otan party faction. Opening the meeting, the Mazhilis Vice-Speaker, head of the faction, Gulmira Issimbayeva noted that the population and development issues addressed by the AFPPD are priority areas of the UN Sustainable Development Goals. They also determine success of each country. Kazakhstan is active in the AFPPD, which is an important platform for development of dialogue between parliamentarians, exchange of experience in population and development matters, elaboration of an overall strategy for preservation of reproductive health and protection of women's rights, youth support and active longevity. These focus areas in the Parliament are supervised by the Social Council of the faction, the social and cultural committee and the AFPPD delegation group, which also take part in the meeting. The AFPPD was established in 1981 at the initiative of the United Nations Population Fund. The Forum is an international non-governmental organization. The main objectives of the Forum are to promote initiatives aimed at improving the living standards and well-being of the Asian population and actively involve members of national parliaments in population programs. A report on the activities of the Social Council was presented during the meeting, paying special attention to the role of the MPs corps in the Kazakhstan's efforts to achieve the Sustainable Development Goals adopted by the UN member states. Mr. Takemi, in his turn, informed about the activities of the Asian Forum of Parliamentarians on Population and Development in such areas as ensuring gender equality, empowerment of women and investing in youth. Participants of the meeting were greatly interested in the issues of active longevity and productive aging, integration and involvement of older people in social life, creating the necessary conditions and an appropriate environment for improving their quality of life. In addition, the participants exchanged opinions and discussed practical recommendations on improving the effectiveness of social policy.

Nurlan Nigmatulin receives Chairman of the Asian Forum of Parliamentarians on Population and Development

Astana, September 18, House of the Mazhilis. Today Mazhilis Speaker Nurlan Nigmatulin received the delegation of the Asian Forum of Parliamentarians on Population and Development headed by its Chairman, Member of the Japanese Parliament’s House of Councillors, Keizo Takemi. The Mazhilis Speaker noted the importance of the activity of the Forum’s parliamentarians on formation and development of the legal framework necessary to address population and development issues. N.Nigmatulin thanked K.Takemi, as the AFPPD Chairman, for the efforts aimed at strengthening inter-parliamentary relations, including those between Kazakhstan and Japan. The Chairman of the Mazhilis stressed that the official visit of the President of Kazakhstan Nursultan Nazarbayev to Japan in 2016 brought the bilateral cooperation to the level of expanded strategic partnership. Astana and Tokyo have common approaches to nuclear disarmament and non-proliferation, peaceful use of atomic energy and sustainable development. According to Nigmatulin and Takemi, the coincidence of the Kazakhstan and Japan’s terms of participation in the UN Security Council in 2017 opens up additional opportunities for cooperation between the two countries. During the conversation, the two parliamentarians expressed concern over the situation surrounding the North Korean nuclear program, noting the growing threat to regional and global security. At the same time, Keizo Takemi stressed that the initiatives and efforts of the President of Kazakhstan Nursultan Nazarbayev are highly appreciated in Japan, as they are aimed at addressing the challenges related to non-proliferation of nuclear weapons throughout the world. The Japanese parliamentarian also thanked our Head of State for assistance in solving acute international issues. At the end of the meeting, Nurlan Nigmatulin and Keizo Takemi expressed interest in developing further active inter-parliamentary cooperation.

The meeting of N.Nigmatulin with the President of Bosnia and Herzegovina was held in the Mazhilis

Astana, September 11. House of Mazhilis. The meeting of the Speaker of the Chamber Nurlan Nigmatulin with Bakir Izetbegovic, Chairman of the Presidency of Bosnia and Herzegovina, was held today at the Mazhilis. During the conversation, N.Nigmatulin noted the importance of the visit of the President of Bosnia and Herzegovina to Kazakhstan, which takes place in the year of the 20th anniversary of the establishment of diplomatic relations between the two countries, as well as within the First OIC Summit on Science and Technology. As the Speaker of the Mazhilis noted, from the first days of Independence the President of Kazakhstan Nursultan Nazarbayev has paid special attention to the development of cooperation with Asian countries, including within the framework of the OIC. In this regard, special attention is paid to innovations, development of education as a factor of successful future for any country. At the same time, N.Nigmatulin expressed confidence that the OIC Summit on Science and Technologies would provide a new incentive to strengthening of cooperation in this area. Speaking about the cooperation of Kazakhstan with Bosnia and Herzegovina, Bakir Izetbegovic expressed interest in further strengthening of bilateral relations. According to B. Izetbegovic, Kazakhstan as a country with huge potential is able to give a powerful impulse to the development of the region as a whole. The parties also called the inter-parliamentary component as one of the promising areas for further cooperation.

The meeting of N. Nigmatulin with the President of Poland Andrzej Duda was held in the Mazhilis

Astana, September 6. House of Mazhilis. Today the meeting of Nurlan Nigmatulin, the Chairman of the Chamber, with Andrzej Duda, the President of Poland, was held in the Mazhilis. Speaking about the importance of development of Kazakh-Poland partnership, N.Nigmatlin noted that the official visit of the President of Kazakhstan Nursultan Nazarbayev to Poland in 2016, during which the Declaration of presidents on economic cooperation was adopted, 15 investment projects for the total amount of about 900 mln. USD were signed, provided a significant impulse to the strengthening of bilateral relations. N. Nigmatulin and A.Duda stated the great potential for interaction in all fields, first of all, in the trade and economic field and in education. They also mentioned the transit opportunities of Kazakhstan and Poland for the increase of the volumes of goods transported to West Europe and Asia, as well as strengthening of cooperation to solve the global security issues. They pointed out the importance of the International specialized exhibition EXPO-2017 held in Astana. Special attention was paid to the inter-parliamentary cooperation. N. Nigmatulin noted that Kazakh parliamentarians will provide legislative support for all agreements achieved by the presidents of Kazakhstan and Poland. Speaker of the Mazhilis also noted the importance of active collaboration between the parliament friendship groups. By N.Nigmatulin, Kazakh deputies are interested in experience of Polish legislation in the field of transport, urban infrastructure development. In the end of the meeting, the Chairman of the Mazhilis expressed his confidence that the visit of the President of Poland to Kazakhstan will strengthen cooperation of two countries, including on the inter-parliament level.

Speaker of the Mazhilis met with the Prime Minister of Serbia

Astana, November 15, the House of Mazhilis. Today the Chairman of the Mazhilis Nurlan Nigmatulin has met with the Prime Minister of Serbia Aleksandar Vuсiс. - We consider your visit as an evidence of Serbia’s interest to support a high level of bilateral relations that we have reached over the recent years, - Speaker of the Chamber said. - And, definitely, our today’s meeting is the practical implementation of agreements reached by the Heads of our States in the course of mutual visits that have given a new impulse to Kazakhstan-Serbian relations, - N. Nigmatulin added. It has been emphasized that the official visit of the Prime Minister of Serbia is held on the eve of celebration of 25th anniversary of Kazakhstan’s independence. Whilst discussing potential for future relations between the countries the Speaker of the Mazhilis underlined the importance of inter-parliamentary engagement and extended an invitation to the Chairman of the Serbian Parliament for an official visit to Kazakhstan. N. Nigmatulin also expressed willingness to coordinate efforts within the international parliament organizations to find solutions to the issues of the international agenda. Prime Minister of Serbia also supported the expansion of trade and economic, cultural, humanitarian and inter-parliamentary cooperation. In conclusion, N. Nigmatulin thanked Prime Minister of Serbia Aleksandar Vuсiс and expressed the hope for implementation of intentions of the both parties.

Iranian diplomatic official visited the Mazhilis

Astana, November 1, the House of Mazhilis. Today, Hassan Ghashghavi, Vice Minister of Foreign Affairs of the Islamic Republic of Iran, visited the Mazhilis of the Parliament. During the meeting with Maulen Ashimbayev, the Chairman of the Committee of the Mazhilis on foreign affairs, defense and security, they exchanged their opinions on different issues of bilateral political,commercial and economic, investment, inter-parliamentary and culture and humanitarian relations development, as well as on the situation in the region and in the world. As the Parliamentarian noted, Kazakhstan gives Iran the prominent role in maintaining peace and stability in the region. Today such problems as terrorism, religious extremism and drug traffic have become more dangerous and acute. And in this connection, as it has been mentioned during the meeting, both countries are able and should maintain continuous partnership dialogue to overcome new challenges. Given this, both parties agreed to develop active cooperation between the legislative authorities of the two countries. As the deputy and the diplomat noted, exchange of visits at different levels, participation in different activities, as well as open dialogue on the most relevant international and regional issues will allow to strengthen inter-parliamentary relations.

N. Nazarbayev’s initiatives to strengthen global security have the broad support of the international community – N. Nigmatulin

Astana, August 30, House of Mazhilis. Speaker of the Mazhilis Nurlan Nigmatulin met with Vice-Chairman of the OSCE Parliamentary Assembly Azay Guliyev in the Mazhilis today. Having congratulated A. Guliyev on his election to the position of Vice-Chairman, N. Nigmatulin expressed confidence in further strengthening of cooperation among the countries of Central Asia and the OSCE PA. Particular attention was paid to the issues discussed at the International conference “Building a World without Nuclear Weapons,” as well as the expansion of inter-parliamentary cooperation. Stressing that the antinuclear initiatives of President Nursultan Nazarbayev of Kazakhstan have broad support of the international community, Speaker of the Mazhilis also noted the relevance of the initiative of the Head of State on the establishment of a unified global network to counter international terrorism and extremism under the auspices of the UN, which will operate on the same rules and regulations for all states. According to N. Nigmatulin, high dynamics of the spread of transnational threats in the OSCE region and beyond, as well as the issue of international migration and refugees give rise to concern. At that, the Chairman of the Mazhilis called important to continue international humanitarian assistance to sending states, to promote the settlement of the armed conflicts in a peaceful way. Besides, the Speaker of the Mazhilis expressed confidence that the development of economic relations will have a positive impact on confidence-building and cooperation in the context of promotion of comprehensive security in the OSCE area.

N.Nigmatullin held a meeting within the International Conference “Building a World without Nuclear Weapons”

Astana, August 29, House of Mazhilis. Today, Speaker of Mazhilis Nurlan Nigmatulin discussed the issues of international security, as well as promising directions of further cooperation with the Chair of the Inter-Parliamentary Union (IPU) Saber Chowdhury, who arrived to our country for the first time to participate in the International Conference “Building a World without Nuclear Weapons.” As N. Nigmatulin emphasized, large-scale initiatives of President Nursultan Nazarbayev in strengthening the nuclear non-proliferation regime are an unprecedented contribution to the world stability, order and security. “Your country is fortunate to have such a leader as President Nursultan Nazarbayev. The President of Kazakhstan concrete steps and initiatives in the field of nuclear disarmament and non-proliferation deserve the Nobel Peace Prize,” Saber Chowdhury said in turn. Speaker of the Mazhilis noted the IPU importance in uniting the parliamentarians’ efforts around the world to address the complex issues related to the provision of humanitarian assistance to refugees, tackling climate change problems, ensuring water and food security, non-proliferation and disarmament. According to N. Nigmatulin, the Kazakhstan parliamentarians are interested in further enhancing the credibility and impact of the Inter-Parliamentary Union, as well as strengthening the comprehensive cooperation with the IPU. The IPU Chair, in turn, noted that the countries of Eurasia, Central Asia are important partners of the organization.

N.Nigmatullin: Initiatives of President Nursultan Nazarbayev are always at the forefront of nuclear disarmament

Astana, August 29, House of Mazhilis. Today, within the International Conference “Building a Nuclear Weapon Free World” Chairman of the Mazhilis Nurlan Nigmatulin met with Kenneth Kedi, Speaker of the Nitijela (Parliament) of the Republic of the Marshall Islands. Noting the importance of commemorative events dedicated to the 25th anniversary of the closure of the Semipalatinsk nuclear test site and the International Day against Nuclear Tests, N. Nigmatulin emphasized the historic significance of the decision made by President of Kazakhstan Nursultan Nazarbayev to voluntarily renounce the fourth largest nuclear arsenal in the world. “From the first days of independence, Kazakhstan has always been at the forefront of nuclear disarmament and non-proliferation processes, and our President Nursultan Nazarbayev is a recognized leader in the global anti-nuclear movement,” Chairman of the Mazhilis said in a conversation with K.Kedi. Noting that the Marshall Islands is an active participant in global anti-nuclear movement, N. Nigmatulin expressed interest in strengthening relations through coordination of efforts in different international structures, mutual support of initiatives and positions. “The histories of our countries in nuclear tests are similar and therefore our countries will cooperate. We are ready to provide full support to the Parliament of Kazakhstan, particularly in the issues relating to nuclear disarmament,” Kenneth Kedi said in turn.

An important role of the President of Kazakhstan in rapprochement of Russia and Turkey positions was emphasized by N.Nigmatulin

Astana, 25 August, House of Mazhilis. Speaker of the Chamber Nurlan Nigmatulin received Ambassador Extraordinary and Plenipotentiary of Turkey in Kazakhstan Nevzat Uyanik in Mazhilis today. Noting friendship and high level of relations between the nations of the two countries, Chairman of the Mazhilis emphasized that the official visit of President of Kazakhstan Nursultan Nazarbayev to Ankara on August 5 of this year was the first visit of a foreign state leader after the coup attempt on July 15 of this year. In turn, the Ambassador of Turkey called the visit of the head of our state the true manifestation of support that was highly praised by the Turkish people. In addition, the Speaker of the Mazhilis has expressed condolences to the people of Turkey in connection with the terrorist act on August 20 this year in Gaziantep. “We condemn terrorism in all its forms and manifestations. No idea or political interests can be an excuse for this. Kazakhstan purposefully and resolutely fights against all forms of terrorism and extremism, and actively interacts with the international community in this direction,” N. Nigmatulin stressed. Noting that our country attaches great importance to comprehensive strengthening of cooperation with Turkey, the Speaker of the Mazhilis called mutual visits and meetings of heads of two states a clear indication of the high level of bilateral relations. Nurlan Nigmatulin emphasized the constructive role of the President of Kazakhstan to the rapprochement of Russia and Turkey positions. Speaking about stabilization of the situation in Turkey, the Chairman of the Mazhilis expressed confidence that the country will quickly overcome the consequences of the coup attempt and will continue to develop dynamically within the strategic state programs. “The Turkish people and society demonstrated the maturity of own democracy to the world,” N. Nigmatulin said. Nevzat Uyanik speaking about the achievements of our country noted that Kazakhstan in the 25th anniversary of its independence continues active development under the guidance of visionary leader Nursultan Nazarbayev. Speaking on inter-parliamentary cooperation, the interlocutors expressed their interest in further intensification of joint activities of Kazakhstan and Turkish members of parliaments both in the groups on cooperation and within international parliamentary organizations.

THE DELEGATION OF THE PARLIAMENT PLACED FLOWERS TO THE STATUE OF DJAMBUL IN ST.PETERSBURG.

Astana, April 18, the House of the Mazhilis. The deputies of the Parliament of Kazakhstan observed the memory of heroes of the Great Patriotic War by taking part in the ceremonial actions of the Inter-Parliamentary Assembly of the CIS in St. Petersburg. The Kazakhstani delegation headed by the Chairman of the Senate and the Mazhilis Kasym-Zhomart Tokayev and Kabibulla Dzhakupov placed the flowers to the statue of Djambul. It is set in the city on Neva River in memory of the great Kazakh poet who glorified the heroic deed of people of sieged Leningrad. The known lines of the Kazakh akyn “Leningrad people, children of mine! Leningrad people, proud of mine!” were heard from the tribune of the Duma hall of Tauride Palace where the ceremonial plenary meeting of Inter-Parliamentary Assembly of the CIS was held devoted to the anniversary date.

THE PARLIAMENTARIES OF THE CIS COUNTRIES: 70-YEARS OF VICTORY IN THE GREAT PATRIOTIC WAR IS A GREAT SYMBOL OF OUT FRENDSHIP

Astana, April 17, the House of the Mazhilis. In the city of Saint-Petersburg the Mazhilismen headed by the Chairman of the House Kabibulla Dzhakupov took part in the solemn plenary meeting of the Inter-Parliamentary Assembly of the CIS devoted to the 70-years of the Victory in the Great Patriotic War. All the veterans, people from sieged Leningrad, the parliamentarians of the CIS countries gathered in the Duma Hall of Tauride Palace. It was noted that 70-years Victory in the Great Patriotic War is a great symbol of friendship, is a sacred day for each and every, who value freedom, humanism and justice ideals. This is the token to develop multilateral cooperation in the new millennium. The members of the meeting stressed the role of the inter-parliamentary structures, and particularly, the Inter-Parliamentary Assembly of the CIS in preservation of the memory and respect of the heroic deed of the heroes of the Great Patriotic War. Special attention is given to law-making activity of the Assembly. By forces of the Inter-Parliamentary Assembly a row of the legislative acts directed to preserve the memory about the Great War was elaborated. One of the important is the “Model Act on inadmissibility to rehabilitate Nazism, make Nazi criminals and abettors as heroes” adopted in the year of 2012. During the solemn meeting the veterans were solemnly awarded with the anniversary medal “70-years Victory in the Great Patriotic War”, approved by the Council of the CIS countries Heads as a single award for the veterans of the Commonwealth. At the end there was a solemn concert with military orchestras’ participation.

K. DZHAKUPOV: THE OBSERVERS’ PRESENCE INCREASES THE ELECTIONS CONFIDENCE AND AUTHORITY

Astana, April 17, the House of the Mazhilis. The Mazhilismen headed by the Chairman of the House Kabibulla Dzhakupov took part in the events of the Inter-Parliamentary Assembly of the CIS in the city of Saint-Petersburg. One of the agenda items of the meeting of the Council of the Inter-Parliamentary Assembly of the CIS was a question to send the mission from IPA CIS as the international observers for the elections of President in the Republic of Kazakhstan that will be held on April 26, 2015. By emphasizing the importance of international observers, the Speaker of the Mazhilis noted that it increases confidence and authority of elections that facilitates its openness and publicity. During the forty-second plenary meeting of the CIS countries a big block of issues was considered related to the model legislation in the spheres of tourism, audit, volunteers, in the areas of health, frontier security as well as counteraction to technological terrorism. Special attention is given to model acts elaborated specially for 70-years of the Victory in the Great Patriotic War of the years of 1941-1945. They are the Acts on “Perpetuation of fallens’ memory at the Fatherland defense” and “Patriotic education”.
