Senators Ratify Two International Documents, Pass Amendments to Administrative Offenses Code

A plenary meeting of the Senate was held under the Chairmanship of Kassym-Jomart Tokayev on 10 April.

Senators passed a law on the Ratification of the Amendments to the Montreal Protocol on Substances that Deplete the Ozone Layer, adopted in Beijing on 3 December 1999. The ratification will allow for the decrease of financial losses for small and medium sized businesses while introducing limits for the consumption of substances depleting the ozone layer, minimize risks of "grey" schemes and smuggling, harmonize national legislations within the Customs Union, and assist in implementing the concept of Kazakhstan's transition to a "green" economy by attracting new technologies.

The House ratified the Kazakh-Chinese Inter-governmental Agreement on Cooperation for the Construction of the "Dostyk" Joint Hydrosystem on the Khorgos River.

The Senators also considered in two readings and passed amendments to the Code of Administrative Offences. The document is aimed at changing administrative responsibility with respect to exceeding the quotas of greenhouse gases, as well as a gradual introduction of the mechanisms for responsibility.

The House approved the proposals on the Delegation of Senators to International Parliamentary Organizations and the Senate's Regional Groups on Cooperation with the Parliaments of Foreign States.

At the end of the meeting, Senate Chairman Kassym-Jomart Tokayev, as a Member of the Political Council Bureau of the "Nur Otan" Party, handed new party membership cards to senators, who are "Nur Otan" members.
