Astana, November 8, House of the Mazhilis. Today, at the plenary meeting of the Mazhilis, deputies adopted in the second reading the law on the issues of the export credit agency and promotion of the export of non-commodity goods and services. In addition, amendments on issues of doing business and on issues of public associations passed the first reading.
Mazhilis deputies considered in the second reading the draft law on issues of the Export Credit Agency (ECA) and promoting the export of non-commodity goods (works, services). The amendments were developed to implement the Presidential Address regarding the formation of a regulatory regime for a single operator of financial support for exports of the JSC «Export Insurance Company «KazakhExport».
– The bill was approved in the first reading on September 13 of this year. The document provides for the creation of a special legal status for ECA, the unification of basic measures of financial support and the development of non-resource exports. In addition, deputies introduced amendments that clarify certain norms and improve the content of the bill, – said the head of the working group, Ruslan Kozhasbaev.
Let us remind you that as part of the changes, the insurance company «KazakhExport» will be reformatted into a full-fledged export development institution. To its current functions (insurance, reinsurance), powers will be added such as guaranteeing export operations not only in Kazakhstan, but also abroad, as well as subsidizing trade finance rates.
The Mazhilis also adopted and sent to the Senate a law on ratification of the Protocol with an amendment to the Kazakh-Russian Agreement on trade and economic cooperation in the field of supplies of oil and petroleum products to Kazakhstan dated December 9, 2010 . Its main goal is to cancel temporary periodic customs declarations for supplies of Russian petroleum products to the territory of Kazakhstan.
In addition, deputies approved amendments on business issues in the first reading. According to the Minister of National Economy Alibek Kuantyrov, the bill became part of the Government’s work to introduce regulation in the field of business activity «from scratch» as part of the implementation of the relevant law adopted in December 2021. The amendments cover two areas: the introduction of a new state control system and the reduction of administrative burden by reducing irrelevant requirements for business.
The head of the working group, Bolatbek Nazhmetdinuly, explained in his co-report that the bill regulates the procedure for implementing rapid response measures in 10 areas of supervision (sanitary and epidemiological welfare of the population, architecture, urban planning and construction, industrial safety, etc.), 7 areas of control (veterinary and sanitary control in trade markets, control over the circulation of narcotic drugs and psychotropic substances, etc.).
– The procedure for carrying out investigations in 4 areas of control and supervision is regulated: sanitary and epidemiological well-being of the population, the use of nuclear energy, plant protection, and electric power. The procedure for exercising state control over government agencies in 10 areas of control, such as public services, language development, education system, information security and others, is also established, – added the deputy.
In addition, the bill proposes amendments aimed at ensuring transparency of tariff setting approaches for natural monopolies and creating favorable conditions in the fisheries sector.
The draft amendments on issues of public associations, aimed at ensuring the protection of citizens' rights to freedom of association in accordance with international standards, also passed the first reading. It was presented to the deputies by the Minister of Culture and Information Aida Balaeva. She noted that The bill simplifies the procedure for creating new public associations. Currently, this requires the initiative of a group of citizens of at least 10 people, after the adoption of the law it will be reduced to three.
– It is important to note that the creation of political parties, religious associations and trade unions is regulated by sectoral legislation, and not by this law, – noted member of the Committee for Social and Cultural Development Nartai Sarsengaliev.
In addition, the relevant committees of the Mazhilis adopted new draft laws: amendments on education and mentoring, on communications, digitalization and improving the investment climate in the field of informatization. They also include ratification of bills under two agreements: with the government of Singapore on the promotion and mutual protection of investments, with the government of France on the implementation of cooperation in the fight against global warming.
