He wos born on 22 May 1979.

He graduated from Shakarim Semipalatinsk State University, Kazakh Humanitarian Law University, Academy of Public Administration under the President of the Republic of Kazakhstan and Sheffield University (Great Britain, “Bolashaq” International Scholarship).

Financial Economist, Bachelor of Laws, Master of State and Local Government and Master of Public Policy.

In 2000, he began his career as a tax inspector of the Semey Tax Committee.

2006-2008 - Mayor of the Borodulikhinsky rural district, East Kazakhstan region.

2008-2010 - Deputy Mayor of the Beskaragai district, East Kazakhstan region.

2010-2015 - Chief consultant of the Department of Organization-Control and Human Resource Management of the Administration of the Mazhilis of the Parliament of the Republic of Kazakhstan.

From 2015 to 2022, he held the position of Deputy Head of the Department of Organization-Control and Human Resource Management of the Administration of the Mazhilis of the Parliament of the Republic of Kazakhstan.

Since June 2022 - Head of the Department of Administrative and Human Resource Management of the Administration of the Mazhilis of the Parliament of the Republic of Kazakhstan.

Functions of the department

The Department of Administrative and Personnel Affairs provides personnel support for the activities of the Parliament's Mazhilis and its Apparatus, implements personnel policies in the field of public service. The department maintains personnel records, keeps track of conscripts, makes necessary entries in employment records, prepares draft orders for leaves and business trips, draft work plans for the Mazhilis, issues official certificates and passes, handles the registration and accounting of public assistants, and produces telephone directories.
