SMAGULOV Baurzhan Amirzhanovich
Secretary of the Committee on Ecology and Environmental management of Mazhilis of Parliament of the Republic of Kazakhstan
He was born on August 11, 1963 in Karaganda city.
He is Kazakh by nationality.
Education: higher medical, higher economic, technical. Candidate of Technical Sciences.
In 1986 he has graduated from Karaganda Medical Institute, after graduation he has been qualified as a doctor.
Between 1996 and 1998 he has studied at Karaganda Economic University of Kazpotrebsoyuz with a degree in Economics and Management. Based on the results of the training, the qualification of an "economist-manager" was awarded.
In 2004-2007 he has studied at Russian Academy of Public Administration under the President of the Russian Federation, in the speciality “Management, State and Municipal Administration”.
In 2005 - 2008 he has studied at Karaganda State Technical University with a degree “Life Safety and Environmental Protection” with the award of an academic bachelor's degree.
He has begun his career as a neurosurgeon in the City Clinical Emergency Hospital between 1986 and 1990.
In the period from 1990 to 1995 he has studied at the clinical residency at the Institute of Neurosurgery named after Academic N. Budenko in Moscow.
In 1995 - 1996 he has worked in commercial structures.
In the period from 1996 to 1997 he has worked as an assistant, and then an advisor of akim of Karaganda oblast.
From 1997 to 2000, he has worked as the head of the Marketing Department of “Bureau for Privatization and Investments” LLP in Karaganda.
In 2000 - 2003 he has worked as a lecturer at International Economics Department at “Bolashak” Institute of Contemporary Education.
In 2003 he has been the director of “Maksat-S” LLP.
From 2003-2005 he has been the Chairman of the Board of Directors of “Astana Constructive” company.
In 2005 he has worked as the head of Karaganda Regional Department of Environmental Protection. He has worked in this position until 2008.
In the period from 2008 to 2010, he has been the head of the Nura-Sarysu Department of Ecology of the Committee for Environmental Regulation and Control of the Ministry of Environmental Protection of the Republic of Kazakhstan.
From 2010-2012 he has been the deputy akim of Karaganda oblast.
In 2012-2013 he has been the Deputy Chairman of Land Management Agency of the Republic of Kazakhstan.
From 2013 to 2014 he has been the Chairman of Land Management Committee of the Ministry of Regional Development of the Republic of Kazakhstan.
In 2014 - 2016 he has worked as the Deputy Chairman of Construction, Housing and Communal Services and Land Management Committee of the Ministry of National Economy of the Republic of Kazakhstan.
From 2016 to March 2023 he has been the Chairman of the Board of “Development of the Electric Power Industry and Energy Saving Institute” (Kazakhenergoexpertiza) JSC.
He has been awarded - the "Kurmet" medal, the Jubilee medal "10 years of Constitution RK", the Jubilee medal "10 years of Astana", the Jubilee medal "20 years of Constitution RK", the Jubilee medal "20 years of Astana".
He is married and father of three children.
He speaks Kazakh, Russian and English.
